Texas trims community college funding incentives

Three years after Texas overhauled community college funding to reward completions, colleges delivered higher graduation and certificate numbers but now face a funding shortfall as state budgets lag the earned amounts. The Texas Higher Education Coordinating Board is proposing to trim incentive weights for educating low-income and adult learners to stay within budget, a move that could cut state aid by 15–20 percent for nearly a dozen colleges in fiscal year 2027. Advocates warn the change would undercut support for high-need students, while officials may instead seek a supplementary legislative budget to cover overruns.
