China refocuses generative AI policy on application and regulation
A new report by the policy and international cooperation division of the China Internet Network Information Center says China is shifting generative AI policy from purely technological breakthroughs to practical application and comprehensive regulation. Authorities have formulated about 20 AI-related regulations since June 2025 as generative AI users surpassed 700 million by June, up 98 million since December 2025. The report notes 10,740 companies working on large models, agents, robotics and related fields and highlights sectoral guidance from ministries including education, commerce and health, plus MIIT rules on AI and communications, while stressing ethical risks, deepfakes and minors' protection.
