The European Commission on 29 September presented a five-point plan to prevent, warn of, and manage sudden large-scale irregular arrivals, framing it as a response to the Ceuta crisis and recent border strain in the east and the Mediterranean. The plan builds on the January 2026 European Strategy on Asylum and Migration and covers cooperation with partner countries, a new European Emergency Response Framework, surveillance and early warning, dismantling trafficking networks, and stronger returns using trade, development and visas. Several elements are extensions of prior proposals, while new aspects include Frontex social media monitoring and online platform protocols.
