DOJ finds California prisons failed to protect female inmates
The Justice Department announced it has reasonable cause to believe the California Department of Corrections and Rehabilitation and two women's prisons violated the Eighth and Fourteenth Amendments by failing to protect female prisoners from sexual abuse. The DOJ said investigators uncovered a longstanding pattern of staff sexual misconduct, inadequate safeguards, failures in confidential reporting, improper investigative practices and insufficient accountability, and found the state failed to effectively implement the Prison Rape Elimination Act. The department issued a notice listing remedial measures — including expanded cameras, confidential reporting channels, stronger investigative protocols, staff training and PREA-compliant safeguards — and set a 49-day deadline before possible litigation.
