Politico obtained internal Russian shipping records that show China’s Jilin Chemical Fiber Group supplied 46 tonnes of polyacrylonitrile (PAN) precursor to Alabuga-Volokno, a Rosatom subsidiary that makes high-specification carbon fiber used by Russia’s defence sector. The consignment was declared under a civilian synthetic-fibres customs code rather than a dual-use classification, prompting experts to say the material could make enough carbon fiber for roughly 1,300 kamikaze drones. US, UK and Ukrainian reviewers treated the documents as legitimate, Rosatom denied violations, and analysts say the evidence could prompt new US action against the Chinese supplier.
