Hungary has again blocked progress in Ukraine's EU accession by refusing to approve screening results for negotiation clusters 2 and 3 at the COELA meeting on Sept. 1, according to reports. The refusal prevents the EU Council from preparing to open those clusters because all 27 members must agree. Budapest conditions lifting its objection on Kyiv demonstrating progress on rights for the Hungarian minority, despite earlier agreements in June on education, cultural, linguistic and political rights in Transcarpathia.
