Japan compiles emergency measures to track stalkers

Japan on July 28 compiled emergency countermeasures intended to prevent stalking and protect victims, measures that could include requiring perpetrators to wear GPS tracking devices and notifying victims if a stalker is nearby. The government is studying international use of such devices and investigating technologies to miniaturise them, and it may revise the anti-stalking law and require counselling for offenders. The proposals follow a fatal stabbing in Tokyo in March by a suspect who had been stalked and placed under a restraining order, and come amid 3,037 restraining orders in 2025, the highest since 2000.
