Finland joins Macron nuclear cooperation framework
Finland officially joined France's nuclear deterrence initiative on September 14, 2026, becoming the tenth European participant and widening a framework that now stretches from the Arctic to the Mediterranean. The initiative, launched by President Emmanuel Macron on March 2, 2026, will set up a nuclear steering group with Finland and include dialogue, joint military exercises and possible temporary deployment of French strategic air forces to Finland, while France retains full control of its estimated 290 to 370 warheads. The arrangement is independent of NATO, creates no collective defense obligations and requires no financial contributions.
