U.S. grants new licence for Serbia's NIS until October 30
The U.S. Treasury issued a special licence allowing Serbia's NIS to operate until October 30 and permitting Hungary's MOL to continue negotiations to buy the Russian-held majority stake in the refiner. Earlier licences expired on September 30, and OFAC has been extending deadlines while MOL pursues a January 2026 heads of agreement with Gazprom Neft to buy a 56.15% Russian-owned stake. The licence covers refining, crude imports, supply transactions, maintenance and financial settlements, and MOL said it received further U.S. approval to continue talks; completion still requires OFAC and other authorities' approvals, leaving ownership risk unresolved.
The licence lets NIS operate while MOL continues acquisition talks.
