Brazil incorporates Mercosur-EFTA free trade agreement
Brazil has formally incorporated the Mercosur-EFTA free trade agreement after presidential promulgation following National Congress approval, completing domestic legal steps. The pact, signed in September 2025 after negotiations that began in 2017, takes effect Oct. 1 for Brazil and Iceland and Nov. 1 for Norway, while Switzerland and Liechtenstein await internal procedures. The agreement eliminates EFTA import tariffs on industrial and fisheries products when in force and sets varied arrangements for agricultural goods, with provisions on rules of origin, services, investment, procurement, intellectual property and sustainable development. Officials cite the pact as a step for trade diversification.
Agreement enters into force for Brazil and Iceland on October 1.
Context
Talks began in 2017 and ended in 2025 after 10 rounds. Brazil approved the deal in June 2026 and deposited ratification with Norway in July. Next, scheduled entry dates start and some EFTA states must finish internal steps.
